UPDATE: Police say witnesses told them that a man got out of his car in front of City Hall and fired at least one shot into the air Monday morning. Get breaking details.
A large police presence descended on a green Toyota Avalon stopped in the intersection of 15th and Market streets after 8 a.m., police said.
"According to witnesses, a male driver of the vehicle exited the car and fired at least one shot into the air from a handgun," police said in a brief news release. "The offender then threw the gun to the ground, where the gun broke into several pieces. The offender then proceeded to sit on hood of his car, where he was quickly placed into custody without incident by a Sheriff's Department Deputy.
Police officers could be seen leading a person in handcuffs under yellow police tape and into a police vehicle around 8:20 a.m.
