Despite Mendoza, a Harbor City resident, being 18-years-old at the time and having no criminal history, Judge Laura Laesecke gave him the maximum sentence and said Mendoza was a danger to the community. “If you knew Bob, you were lucky,” the statement read. “We heard stories for days from people about how he fed them when they didn’t have enough money, or would sit and talk to them or how he knew the exact words they would say. Prosecutor John Chang said Garcia was shot while at the counter ordering food.
