'He was observed dangling his legs off the roof'

A Belfast man who threw bricks at police officers from a city centre rooftop and demanded to be brought “a bottle of Buckfast and 20 cigarettes” has failed in a High Court bid to be released from prison.

Officers were called to Donegall Place after Cowan scaled scaffolding at a KFC restaurant, climbing five floors to the top of the building. Cowan also struck a PSNI car, smashing its windscreen, denting the roof of the vehicle and covering it in soil and debris.Cowan’s behaviour attracted a large crowd to the scene, leading to the surrounding area being cordoned off and closed to pedestrians, causing disruption for a number of hours.
