Hongwei Zheng, of Flushing, New York, was driving an SUV that was pulled over about 2 p.m. Thursday for two moving violations on Interstate 95 North in Fort Lee, according to an affidavit of probable cause. Zheng denied the officer’s request to search the vehicle, so a K-9 was brought to the scene to do a “free-air sniff,” which can be done on a vehicle without a warrant.
