Billy Wayne Council faces a murder charge after police say he set a woman on fire and she died.

Officers responded about 11 p.m. July 30 to the 1700 block of Bannock Avenue near Elsie Faye Heggins Street and S.M. Wright Freeway.Detectives determined Billy Wayne Council was arguing with Horace Anne Andrews, 58, when Council poured a flammable liquid on Andrews, lit her on fire, then sped away from the scene,” police said in a Sunday news release.Andrews was taken to the hospital in critical condition while Council was arrested on a charge of aggravated assault causing serious bodily injury.
