Among those who said their presence is needed to enlighten senators on the issues were Sen. Grace Poe, who chairs the Public Services committee, and Sen. JV Ejercito. According to Pimentel, the LTO accepted the submission of Dermalog and provided payments to them despite the non-resolution of 70 issues involving the core applications of LTMS. Also at the hearing, a Commission on Audit representative told senators that the LTO started paying maintenance fees to the foreign IT company in 2019, even before the project was fully completed and turned over.

Meanwhile, Verzontal Builders Inc., one of the local joint venture agreement partners of Dermalog, revealed that it has a pending petition with the Court of Appeals to uphold the warrants of arrest released by a Quezon City Regional Trial Court Branch 224 against four Dermalog officials in line with an estafa case filed against them in September 2021. Verzontal claimed Dermalog did not give them full payment even after they had completed their commitments under the JVA.
