Lorain County commissioners approved a roundabout, bridge replacements and road projects, with most costs covered by state and federal grants.
Commissioners praised the funding structure of the projects, noting that several of the improvements will proceed without any impact on the county’s general fund.ELYRIA, Ohio -- The Lorain County Board of Commissioners approved a series of infrastructure and engineering projects last week.
Commissioners advanced plans for a modern roundabout, bridge replacements and multiple road improvement efforts largely funded through state and federal grants. During the meeting, commissioners authorized the county engineer to move forward with advertising for bids to reconstruct the intersection of Overland and Lagrange Roads into a modern roundabout. The approval followed a formal finding that public convenience and welfare require the redesign of the intersection, which officials described as one of the county’s most problematic traffic locations. County Engineer Bob Klaiber said the project is being supported with federal funding and will replace what commissioners characterized as a confusing and outdated intersection configuration. In separate actions, the board approved the replacement of the superstructure for two Holly Road bridges, Bridge No. 185 and Bridge No. 279, both located in Huntington Township. The work was also deemed necessary for public safety and the county engineer was authorized to advertise for bids for the bridge replacements. Commissioners also approved a $129,877 consulting services agreement with American Structurepoint Inc. for construction administration, inspection and testing tied to the Bursley Road Bridge replacement project in Rochester Township. The costs will be paid from the engineer’s office professional services account. Officials noted during discussion that the bridge project is fully funded for construction and design by the Ohio Department of Transportation, with county funds covering only construction administration. Additional approvals included two contracts with Quality Control Services LLC for construction administration and inspection services on road improvement projects in Carlisle and Eden townships. The first contract, totaling $49,539, covers the East River Road resurfacing project in Carlisle Township. ODOT District 3 will pay 80% of the project costs, with the remaining 20% coming from the county engineer’s professional services account. The second contract, for $56,654, applies to the Chestnut Ridge Road safety improvement and resurfacing project in Eden Township. ODOT will again cover 80% of the costs, with the remaining 20% funded through an Ohio Public Works Commission grant. Commissioners praised the funding structure of the projects, noting that several of the improvements will proceed without any impact on the county’s general fund.
