If the San Francisco Board of Supervisors dislikes Breed’s plan for tackling the drug crisis, negotiations could turn messy.

San Francisco Mayor London Breed speaks during a rare outdoor meeting of the Board of Supervisors at United Nations Plaza in San Francisco on May 23. Breed dismissed the idea of an emergency combined operations center to battle the city’s drug crisis on Wednesday, a move that may put her at odds with supervisors during budget negotiations.

What was absent from the budget plan, however, was any money going toward an emergency combined operations center, which was first proposed by Peskin last week. In, Breed seemed to address Peskin’s request head-on, saying that she wanted to dispel the impression that city departments are not coordinating on a response to drugs.

However, the board will make the final call on Breed’s budget proposal. If Peskin and others don’t feel that Breed’s plan for tackling the drug crisis goes far enough, negotiations will likely turn messy over the next few weeks. District 11 Supervisor Ahsha Safaí — who will run against Breed next year — and District 9 Supervisor Hillary RonenPeskin, for his part, was very ambitious in his ask for an emergency combined operations center.

“If this is a crisis, as has oft been stated, then the City needs to treat it as a crisis, and oversee coordination of Executive Branch Departments with regional, state and federal agencies,” he added.
