DA MP Bridget Masango complained to the public protector that when Dlamini delivered her speech in parliament it was unlikely that she did not know that Sassa “would not be ready to perform the function of distributing social grants”.
At the time that the deal was done, she found, Mbete was not an MP and she therefore had no power to investigate her for potential ethical violations linked to the agreement.Mkhwebane decided to close her investigation into “allegations of conduct failure” by Tina Joemat-Petterson, during her time as Energy Minister under former President Jacob Zuma, in relation to South Africa’s Nuclear Build Programme.
While stating that there was nothing in the Public Protector Act or Constitution that precluded her from investigating matters that were pending before court, Mkhwebane stated that"it is rather prudent to allow the judicial process to take its course in. this matter and for the court to make a competent pronouncement".
The Mpumalanga Premier’s office had justified the purchase on the basis that Mabuza’s previous vehicles were all experiencing mechanical difficulties, and that additional vehicles had to be bought in case the same were to happen to one of the new cars. Again, this report was successfully challenged in court. Not only did Mkhwebane immediately concede that her order that Parliament amend the Reserve Bank's constitutional mandate was unconstitutional, she was also hit with a personal costs order for her apparent dishonesty and bias in the investigation.
