An additional 47 short term outages have been executed. Mini overhauls take about 70 days, while genral overhauls are a bit longer at 86 days. Since 2002, the existing plants were run beyond their normal design to keep the lights on. Since 2008, necessary maintenance has also been delayed to avoid load shedding. Ultimately this contributed to deteriorating plant performance.
