He played no part in compiling it - in preparation for the successful legal challenge to the investigation.COMMENT: It is now emerging that the PP's Office initially made serious findings against Magashule and Zwane in the Estina probe.
Former Public Protector investigator Tebogo Kekana testified last week that she ordered that findings against politicians should be removed from the report.Mkhwebane said she doesn't want any findings made against politicians. Samuel accepted her directive.Samuel says officials wouldn't come forward."They feared reprisals", he says. He asked Mkhwebane to subpoena the politicians. She refused the request.
Samuel confirms his legal qualifications. He is an admitted attorney who joined the Public Protector's Office in 2000.In June, Commission for Conciliation, Mediation and Arbitration commissioner James Ngoako Matshekga says Public Protector Busisiwe Mkhwebane disciplined former senior official Sphelo Hamilton Samuel"in anger" over his 2020 letter to Parliament requesting an investigation into Mkhwebane and financial mismanagement at the Chapter 9 institution.
