Ramontja says he did not authorise the draft letter to be sent back to the addressee, but the letter had mysteriously left his office somehow. Ramontja says while he signed the letter, he had plans to revisit it at a later stage, which is why he didn't date it. The letter later resurfaced when Eskom officials were defending themselves in Parliament, using it to explain their actions at Optimum.
