The council sitting has resumed following the DA-requested caucus break. Seemingly to motivate councillors not to further delay proceedings, the Speaker warns that council only provided breakfast for the councillors so should they be further delays in proceedings, they would have to fund their own lunch.On the basis of a previous coalition deal, which was in place before Mpho Phalatse was ousted as the mayor, the DA believes that it is entitled to the mayoral chain because it has the most seats.

"It was clear that there was no majority behind Phalatse's candidature. All political parties indicated they could support Ngobeni. If the DA had come on board and said they would support Ngobeni, a majority of 140 seats would have been held the day today in Jo'burg. It was decided that two candidates - former mayor Phalatse and ActionSA councillor Funzi Ngobeni - would be considered. But the Patriotic Alliance, which briefly touted Kenny Kunene as a mayoral candidate in the meeting, refused to back her.
