U.S. Trade Representative Robert Lighthizer told Congress on Wednesday it was unclear whether the United States and China could resolve a high-stakes trade war, contradicting the claims of his boss, President Donald Trump, who recently trumpeted that the two sides are “very, very close.”
Lighthizer said that although he expects any agreement struck with China to be strong and enforceable, he recognizes that any initial agreement will require rigorous follow-up, and new problems will likely emerge. But that depends on China agreeing to change policies and practices that harm American companies and accepting strong enforcement provisions that will allow the United States to punish the country if it fails to honor the promises it makes, Lighthizer said.
