In a response to a fatal dog mauling in February, the city’s Animal Care Services will now issue criminal citations to dog owners when their unrestrained pets leave their property and bite a victim.“Give ACS more teeth to respond to dog bites,”How glibly someone is proposing to cite a property owner when his/her dog bites someone who may be a trespasser with malicious intent. Think this over carefully.
Of course, I support the other proposals in the editorial that dissuade irresponsible dog ownership backed by criminal and civil sanctions.The brutal mauling is a tragedy that should have never happened. Animal Care Services definitely needs more authority regarding vicious dogs. However, the majority of dogs are not born vicious or aggressive; someone had to intentionally train them to act that way.
Years ago, I rescued a dog that was on the verge of starving to death on the streets. Once she realized she had a safe place to sleep and would be fed every day, she lost the aggressive nature she had developed to survive. I further reinforced to her that such behavior would not be tolerated. It would have been the easiest thing for her to never trust another human, but she became a 65-pound lap dog that loved everyone she met.
Owners of vicious and aggressive dogs should face substantial civil, criminal and financial consequences. If it can be proven that they deliberately trained the dog to be that way, the penalties should be increased. Maybe then incidents that took the life of an innocent senior citizen won’t happen again.
