In Cuyahoga County, Byrd’s office makes the new documents public only after someone in the office reviews and processes the filing. Courthouse News Service reporters publish the names of new cases filed each day in areas across the country. It started covering Ohio in 2003, when reporters were allowed to sit behind the counter with clerk’s office employees as long as they wore a shirt and tie, according to the lawsuit.
