Lawmakers show support as ‘ICE OUT' legislation presented to City Council

On Thursday, amid a round of applause from a gathered crowd, a bills package aimed at limiting ICE activity in Philly was presented to City Council.

During Thursday's Philadelphia City Council hearing, a package of bills aimed at limiting how ICE operates within the city received loud cheers from supporters when it was presented to legislators.A package of legislation aimed at limiting how ICE agents can operate within Philadelphia — being called the ‘ICE OUT’ bills — received support as it was presented to City Council on Thursday.

Cheers erupted in City Council's chamber on Thursday before Democratic City Councilmember-at-large Rue Landau even spoke, as the gathered crowd showed excitement for the bills package she was set to introduce. With a grin amid the applause, Landau presented the ICE OUT legislation, a package of bills that she, and co-sponsor City Councilmember-at-large, Kendra Brooks, a member of the Working Families party,No action was taken on the bills package, however. The package will need to be discussed before council committees in the coming weeks before it would return to council for a vote. But, the ICE OUT legislation is likely to pass, eventually, as supporters of the effort claim, the bills package already has stated support from 14 of the city's 17 councilmembers.This legislation prevents ICE agents from hiding their identities with masks and unmarked vehicles.It prohibits city agencies from collaborating with ICE. The bills also prevent city agencies from collecting citizenship or immigration status information or sharing personal data with ICE. Also, the bills prohibit discrimination or denial of services based on citizenship or immigration status by the city, employers, housing providers, or private businesses. The ICE OUT package also bars city employees from granting ICE access to city-owned spaces—such as libraries, shelters, health centers, and recreation centers—without a judicial warrant. On Thursday, City Councilmembers Quetcy Lozada and Philadelphia City Council Majority Leader Katherine Gilmore Richardson both released statements in support of the bills package."As elected leaders, we have a duty to stand up for what is right and protect the safety and well-being of everyone in our City. I commend the work of my colleagues, Minority Leader Kendra Brooks and Councilmember Rue Landau, and look forward to working with them and the rest of Council to protect our residents and keep our city safe and welcoming," said Richardson in a statement. Lozada noted that City Council must protect the community by placing clear boundaries between local government and federal immigration enforcement. She also noted that the Philadelphia Police Department are capable of protecting the city without ICE"disrupting our lives" and noted that the city should remember what its founders would have wanted as Philadelphia celebrates the 250th anniversary of the founding of America this year.on democracy, not fear. We must lead that way now," Lozada said in a statement. The bills package will move to council committees for discussion before it could be voted on by City Council. Then, if council approves the legislation, it would move to Mayor Cherelle Parker's desk to be signed into law.
