It contributes to another paradoxical reality. Low-income households have to work harder in the extreme heat to afford cooling from said heat.

One might think employers will provide water breaks anyway; however, in 2014, the Workers Defense Project presented the need for a rest break ordinance for construction workers to the Dallas City Council.
