): It saddened me to read the accounts of the in-custody deaths of Keith Galen Bach and Lonnie Rupard at the San Diego Central Jail. What a shame that the deputies and administrators were so derelict in their duty to protect the health and safety of these arrestees as to cause their deaths. Insurance companies, the county and in some cases taxpayers will no doubt be settling millions of dollars onto the families of these individuals.
Going forward I suggest that the county pay out these lawsuits by reducing the payroll allotment to the jails. Holding every jail administrator and employee financially responsible for the failures of the department would certainly incentivize everyone to do their jobs to the highest standards.
