A Lancaster Township man has been banned from owning animals for 30 years after he pleaded guilty last week to neglecting multiple dogs. Osvaldo Coello-Mendoza, 54, had dogs living in deplorable conditions inside his home in the 1000 block of Sterling Place, and did not provide them with shelter or veterinary care.
Police discovered the conditions after being called to the home over the report of a dog fight on April 30. Officials said the dog's necropsy report showed it passed from severe trauma, and had numerous bite wounds, suggesting it might have been scavenged after death. Officials said the other dogs also had bite wounds and were suffering from parasites and other health ailments, one even requiring leg amputation.
Another person living in the home told police that Coello-Mendoza left on a trip to Cuba earlier that morning.
