Notes from the 2025 fiscal year audit shared by the school district showed that multiple factors contributed to a -$9.6 million fund balance.Superintendent Dr. Keith Miles told CBS 21 back then that 70% of that was to go to staff payroll, and the rest was dedicated to other priorities like facility maintenance and cultural navigators for social and emotional learning.Additionally, healthcare expenses required a $2 million transfer from the general fund, staff explained. Tuition expenses from cyber and charter schools exceeded the budget by $3 million, while transportation and building maintenance accounted for a combined $1.7 million over budget. Since 2017, the district has recorded a 12.9% rise in full-time employment numbers while experiencing a 12.15% decline in enrollment rates, contributing to budgeting difficulties, data shows. For reference, in that same time span, the district went from having 12.76 students per full-time staff member to 9.99 by 2025. From 2015 to 2024, the district reported a rise of nearly $15,000 to roughly $26,000 in general operating expense per student, marking a 74.5% increase.
