Senator Panfilo M. Lacson today said the Anti-Terrorism Act of 2020 aims to secure the Philippines and protect its people from domestic and foreign terrorists like the Abu Sayyaf and the Islamic State of Iraq and Syria (ISIS).
“As author and principal sponsor, I made sure that it adheres to the Bill of Rights as enumerated in the 1987 Constitution,’’ Lacson said in rebuttal to criticisms against the measure.
Lacson, a former Philippine National Police chief, is chairman of the Senate national defense and security committee. Opposition Senator Francis N. Pangilinan said there is no need to give powers to the government just to curtail the rights of its citizens in view of the mistakes and corruption that it has committed.“Hindi natin kailangan ng anti-terror bill, kailangan natin ng trabaho, pagkain, health service, public transport at maayos na serbisyo ng gobyerno,’’ he added.
