That’s because councilmembers have a lot of power to direct funds within their districts.
Councilmembers also have a lot of discretion over how strongly to enforce city ordinances such as the anti-camping ban, which forbids people who are unhoused from camping on public property close to locations such as schools, parks, libraries, and underpasses.
