His comment comes after Russian President Vladimir Putinapprovedchanges to the country’s nuclear doctrine earlier on Tuesday, expanding conditions under which nuclear weapons could be used, including in cases of attacks by non-nuclear states supported by nuclear powers, per The Moscow Times.
