In September, Russia annexed four Ukrainian territories—Donetsk, Luhansk, Kherson and Zaporizhzhia, the latter of which is home to a nuclear power plant.
, the only regional capital the Kremlin had maintained since the war began. Despite withdrawing its forces from Kherson, Russia continues to say that the territory is under control of the Russian Federation.

Peskov said the area specifically needing liberation was Donetsk, which he said was reoccupied by Ukrainian troops after it was annexed. Despite Russia's annexation of the territories, the Kremlin does not maintain military control in the areas, as shown by Ukrainian forces retaking Kherson and continuing to fight in Zaporizhzhia.
