King County Councilmember Reagan Dunn wants the diversion program, ‘Restorative Community Pathways’ (RCP), to be audited.
Prosecutors say Jaden Pierre Taylor did not have any criminal convictions but has two referrals on his juvenile record. One was for brandishing a firearm at school.
RCP began in 2021. The program's website says, “RCP was initially proposed by Collective Justice, Creative Justice, CHOOSE 180, and Community Passageways. It was informed by focus groups with youth impacted by the legal system and King County community service providers. These community-based organizations worked with the Department of Public Defense to negotiate with the King County Prosecuting Attorney’s Office.
Stats provided by the council members show that 889 young people have been referred to the program since it started, but only 181 have completed the program. Dunn wrote, “It is unclear how many cases there are of juveniles failing to receive rehabilitation services through RCP not being held accountable through the courts either.”
