Experts say North Korea would struggle to acquire such capabilities without external help, although it's not clear if Russia would share such sensitive technology.South Korea's military says North Korea has fired at least one ballistic missile toward its eastern seas just hours ahead of Kim Jong Un's meeting with Vladimir Putin.
