Blackburn children's care home rejected as council says there's no evidence of it being needed
Proposals from a Blackburn care provider to turn two large houses into small children’s homes have been rejected by planners.
The proposal generated five objections from neighbours on grounds including an increase in traffic, parking , the loss of a family dwelling and increased noise. The firm had also applied to turn a a four bed detached family home in Shear Brow and Corporation Park ward into residential children’s home for a maximum of three children with a maximum of three carers at the property at any time.One objection was registered.
The refusals for the two Brinscall Care applications say: “The development, by virtue of its failure to demonstrate a need arising from the requirements of people with a defined association with Blackburn with Darwen; its nature and scale failing to align with the council’s commissioning strategies; and an unwarranted increase in the level of demand for public support services, to the extent that those services would deteriorate for existing users, is contrary to the requirements of policy.
Brinscall Care told the council planners: “The model is to create a warm and nurturing environment for the medium to long-term care of a small number of local children. This type of provision is operated in the same manner as a regular family home to ensure that the children have as much consistency and stability as possible.”
