Kerrville officials agreed to reimburse a national homebuilder for up to $27 million in infrastructure costs to encourage the development of a nearly 500-home project — a move local leaders say is necessary to address the city's lack of housing. The Windridge project, which is being built by Lennar Homes , calls for building at least 490 single-family residences in Kerrville , according to city documents.
