Kentucky Attorney General Russell Coleman has filed a lawsuit against pharmacy benefit manager Express Scripts, alleging that the company colluded with opioid manufacturers and fueled the state's deadly addiction crisis.

The amount of prescription opioids sold annually in the U.S. quadrupled between 1999 and 2010, it says. Kentucky has been at the epicenter of the crisis with some of the nation's highest overdose death rates. The Kentucky suit against Express Scripts and its related entities says the state should receive $2,000 for each willful violation of the Kentucky Consumer Protection Act, along with any other penalties the court deems appropriate. The suit was filed in Jessamine County Circuit Court in Nicholasville.
Coleman's predecessor, Republican Daniel Cameron, secured more than $800 million for Kentucky as part of settlements with companies for their roles in the addiction crisis. Half of Kentucky’s settlement will flow directly to cities and counties. A commission is overseeing the distribution of the state's half.
