Recent figures show 683 children under ten, including a one-year-old, have been logged as suspects in Kent for various offences, sparking discussions on the age of criminal responsibility.
Shocking new data obtained through a Freedom of Information request has revealed that hundreds of children under the age of ten have been recorded as crime suspects by Kent Police .
Between January 2023 and December 2025, a total of 683 children aged nine or younger were named in police reports across the county. The most startling detail within these figures is the identification of a one-year-old girl as a suspect after she reportedly caused a minor injury to another child.
While such an incident is almost certainly the result of accidental behavior typical of toddlers, Home Office rules mandate that all reports must be logged, regardless of the age of the individual involved or the likelihood of further action. In addition to the infant, the records include six two-year-olds, eleven three-year-olds, and twenty four-year-olds, highlighting a concerning trend of recording extremely young children in criminal databases.
The nature of the reported offences varies widely and includes serious crimes such as burglary, arson, and sexual offending. According to the figures, violence against another person was the most common reason for these reports. Specifically, there were 130 reported sexual offences involving children under the age of nine. In England and Wales, the age of criminal responsibility is set at ten, meaning none of these children can be prosecuted or face formal court proceedings.
Instead, child-on-child sexual abuse is treated as a critical safeguarding issue. Department for Education guidelines stipulate that while allegations of rape or sexual assault involving children under ten must be referred to the police, the response must prioritize a welfare-based approach over a criminal justice framework. This ensures that the child is supported and monitored by schools and councils rather than being processed through a legal system not designed for their developmental stage.
Demographic data indicates a significant gender imbalance in these reports, with boys making up 76 percent of the children linked to offending during the three-year period. In response to these findings, Paul Webb, the cabinet member for children's services at Kent County Council, admitted that the statistics are not ideal. He emphasized that the council is committed to supporting children through prevention programs, aiming to intervene as early as possible by working closely with parents.
A major contributing factor cited by Mr. Webb is the influence of county lines gangs, which frequently target vulnerable youngsters, particularly those in the care system, for recruitment. This systemic issue is not isolated to Kent but is a widespread problem across the south-east of England, requiring coordinated efforts between social services, police, and children's homes to protect at-risk youth.
Chief Superintendent Rob Marsh, who leads Kent Police's Strategic Prevention Command, explained that reports often come from victims, family members, schools, or other professional agencies. To combat these issues, the force utilizes Child Centred Policing Teams focused on education and deterrence, alongside a Violence Reduction Unit that implements targeted initiatives to divert young people away from a path of criminality. The police focus on understanding the underlying causes of a child's behavior to provide effective support.
Interventions may include Local Child Curfews, Community Resolutions, or Youth Conditional Cautions. These out-of-court resolutions often involve the completion of educational workbooks to help the child understand the impact of their actions. While the current legal age of responsibility remains ten in England and Wales and twelve in Scotland, the United Nations Committee on the Rights of the Child has recommended that countries increase this age to fourteen or higher to better align with adolescent development
