Darryl Humphrey Sr. was indicted by a Fort Bend County grand jury on Dec. 16 in a case in which the owner of an RV park submitted an open-records request demanding to see a city ordinance the owner had been told was behind an increase in his park's water bill. "My water bill had always been $100 — even for several years,” said Doucet, who purchased the park in 2015. “And then in December 2021, it went to $700. And there were no meetings about it. No voting. I asked to see an ordinance. They could not provide that, which is where we are now.”

Failure to provide public records in response to a request is a misdemeanor punishable by up to six months in jail and/or a fine of up to $1,000.
