The Kendall County Commissioners Court in Texas rejected a proposal to create an emergency services district that would have provided fire protection and levied taxes in the county. Supporters of the plan argued that improved fire protection was urgently needed in and around Bergheim, an unincorporated community east of Boerne experiencing rapid population growth. They pointed to the increasing service calls faced by the current volunteer-run Bergheim Volunteer Fire Department. The proposed emergency services district would have had the authority to impose taxes on residents to fund the hiring of full-time firefighters. The Bergheim Volunteer Fire Department's board initiated the petition, stating that its volunteer workforce was struggling to keep up with the escalating volume of calls. Opponents, however, raised concerns about the additional tax burden and accused proponents of exaggerating the dangers. Notably, county voters had previously rejected a similar proposal in 2022. Emergency services districts in Texas are governmental entities established under Chapter 775 of the Texas Health and Safety Code. They are empowered to collect sales and property taxes to finance their emergency medical and fire protection services. These districts are required to submit annual audit reports to the county they operate in, as well as an annual report to the Texas Department of Emergency Management. Advocates for the district highlighted the strain on the volunteer department, which covers a 56-square-mile area in southeastern Kendall County, emphasizing concerns about longer response times and the reliance of a small group of volunteers, some of whom are elderly. They argued that an around-the-clock, professional department was essential to ensure public safety. However, opponents questioned the necessity of the district, suggesting that the county should focus on supporting the existing volunteer fire department and exploring alternative solutions
