Minnesota, Connecticut and Las Vegas were next atop the poll. Indiana moved up to fifth with Seattle sixth. Phoenix, Atlanta and Dallas were next. Chicago dropped to 10th with Washington and Los Angeles rounding out the poll., averaging 26.
