The Justice Department on Thursday announced the results of a yearslong investigation that found that the Phoenix Police Department uses excessive force and has engaged in conduct that violates people’s rights and discriminates against Black, Hispanic and Native American people. The Justice Department found a “pattern or practice” of the violations, saying police frequently stop, detain and arrest homeless people without reasonable suspicion that they’ve committed any crime.

Police are also accused of violating the rights of people engaged in protected speech and expression. The city and police department also discriminate against people with behavioral health disabilities when dispatching calls for assistance and responding to people in crisis, the Justice Department said.
