The U.S. Justice Department is investigating the Antioch Police Department (APD) in California for alleged discriminatory conduct against members of the public. The investigation was launched after alleged text conversations between dozens of APD personnel between September 2019 and January 2022 were made public. These texts reportedly contained racial slurs directed at Black residents, celebrations of use of force incidents, and mockery of George Floyd and the protests following his death.

They also allegedly included homophobic and sexually explicit messages. The Justice Department emphasizes that fair and non-discriminatory policing is crucial, especially for agencies receiving federal funding. The APD and the City of Antioch have agreed to work with an appointed expert law enforcement consultant to implement reforms addressing use of force, discrimination, misconduct, hiring, and other practices
