Whether it’s cannabis-loving cops or the superior officers union demanding the city provide a promotional test for prospective lieutenants, the Jersey City administration can’t seem to get off the schneid.

The PSOA had argued that the previous lieutenants list had been exhausted, and even if the city had no immediate plans to promote sergeants, the list must be refilled to avoid possible provisional promotions that would not necessarily be based on merit. In the case of the lieutenants’ promotional test, the superior officers’ argument against the city’s motion was bolstered by a 20-page letter from state Attorney General Matthew Platkin.

The union had argued that when the lieutenants’ list was exhausted months ago, the city failed to inform the Civil Service Commission. Following the commission’s decision to open testing for all eligible candidates, the city challenged it in the Appellate Division of the state Superior Court.
