JACKSONVILLE, Fla. — A Jacksonville man is in custody on voyeurism charges after police say he was walking around a unspecified neighborhood with a bucket and lube.
Officers responded to a complaint of"voyeurism and prowling" Tuesday around 10:11 p.m. On a camera, witnesses said they saw Penn with a bucket outside of a minor's window looking in. When Penn was confronted, he ran off and dropped a bottle of lube in the yard, according to the report.
