Raiders starting quarterback Jimmy Garoppolo is ruled out against the Chicago Bears due to a back injury he suffered last week against the New England Patriots.Hoyer came in the second half last week against the Patriots after Garoppolo went down. He finished the game throwing six completions on ten attempts for 102 yards.
Rookie quarterback O'Connell has had one start for the Raiders this season against the Chargers. He threw 24 completions on 39 attempts for 238 total yards in his first-ever NFL career start. O'Connell also finished the game with one rushing touchdown.
