Since his first appearance in the Stardust Crusaders arc of the series, fans have adored his blunt manner of speaking, sheer physical power, and uniquely memorable Stand, Star Platinum.
The cosplayer is clothed in Jotaro's signature outfit: a green t-shirt, black pants, and a red belt with gold and green triangular patterns across it. They are wearing a black jacket with gold buttons and trim, as well the most important and distinctive part of Jotaro's look: his iconic black hat with a gold hand emblem on the front.
Jotaro smokes regardless of his fairly young age, true to his "delinquent" persona so this addition of a cigarette to the cosplay proves the creator's deep knowledge of his character and the franchise as a whole. The purple background in the second photo seems to hint at the color of Jotaro's well-known Stand, Star Platinum.
