Joe Biden was speaking at a conference to journalists before being interrupted by the aide, who brought the conference to a swift endspoke with members of the press for about 26 minutes before the event was brought to a close.Before he was cut short he said: "We talked about stability, we talked about the Third World, excuse me, the Southern Hemisphere has access to change.The President had come to Vietnam to improve the diplomatic ties between countries.
