“But it will never come to pass if overregulation deters innovators from taking the risks necessary to advance the ball,” Vance added. The UK also declined to sign despite agreeing with much of the declaration because it “didn’t provide enough practical clarity on global governance,” said Tom Wells, a spokesman for Prime Minister Keir Starmer.
