The Scottish government said it had been asked by the UK Covid-19 inquiry to provide all material related to decision-making.
Jason Leitch's WhatsApp messages that he sent during the Covid-19 pandemic have been deleted, it has been claimed.
The Scottish Covid Inquiry last year issued orders telling participants not to destroy electronic messages but none of Leitch's messages were left to preserve at that time. "However, given the level of personal information contained within, we need a legal basis to do so, for example in the form of a section 21 order," they added.
Humza Yousaf ordered an investigation after it was claimed top Holyrood officials had failed to hand over relevant informal communications relating to the coronavirus pandemic.
