An ex-civilian military employee who stole nearly $109 million from the Army and used the money to live a life of luxury was sentenced in San Antonio federal court on Tuesday to 15 years in prison. Janet Yamanaka Mello , 57, pleaded guilty on March 7 to mail fraud and tax charges for a scheme that went undetected by the Army for almost seven years.

She had been a civilian employee for more than two decades. Mello helped administer the 4-H program, which pays third-party vendors for the services for military families. The companies are paid by DFAS upon receipt of invoices or other paperwork submitted by IMCOM, according to court records. Mello, who was given almost complete autonomy in her job, set up a bogus company, Child Health and Youth Lifelong Development, or CHYLD, in December 2016 to set the scheme in motion.
