It is always winter in the Department of Health and Social Care. That’s not because the heating isn’t working, but because at any one time, officials are either dealing with a, or planning for the next one. Una O’Brien, former permanent secretary at the department for six years until 2016, recalls that every year, the planning started earlier until it was increasingly happening while the current crisis was in full swing.
It will still be wintry next week when the Government publishes its Urgent and Emergency Care Recovery Plan. Co-written by the NHS and the department, it is one of a number of strategies due out on helping the NHS recover from Covid and all the other factors that haveHealth and Social Care Secretary Steve Barclay gave a presentation to the cabinet away day at Chequers this week which included more details of the plan and of the pressures on the health service.
This is one of the many NHS problems that the Tories have: they have offered the definition of over-promising and under-delivering by telling voters they would give them new hospitals and instead headed into an election with the health service on fire, in no small part because they never got round to reforming social care .
