City Council is expected to vote Thursday on whether or not to phase out the famous horse-drawn carriages in San Antonio. SAN ANTONIO- Despite pleas from carriage companies and many people living in San Antonio, horse-drawn carriages will be phased out from Downtown starting immediately.

The San Antonio City Council voted Thursday morning to phase out all horse-drawn carriages from Downtown. They also extended the potential phase out from three to five years.The city would also stop allowing permits for the carriages starting today.A person addressed city council saying "Now these carriages are literally driving around, 1 mile per hour, literally causing traffic jams."

Another person objected to that line of thinking saying "a lack of planning is the reason we have traffic problems, we don't have traffic problems because of horse drawn carriages." Another concern surrounding the discussion is the welfare of the horses. The future of the animals is unclear. San Antonio will be the first Texas city to ban horse-drawn carriages, although there was some debate if the city even has the authority to enact the ban.
