Between 2006 and 2009 a Moral Panic situation built in the UK, around security breaches affecting personal data.

But despite all of the increased awareness of security risks and the massive increase in legal powers to deal with them, nearly two decades on from that great Moral Panic we’re still in much the same place, whereby we’re sure that there is an Identity Theft Bogeyman constantly lurking in the shadows, yet the evidence of harms beyond distress is very hard to come by in more breach situations.

In August 2023, the Electoral Commission hack came to light. One of the most interesting features of this case is the very long tail of the attack, as it seems that the threat actors first accessed the system two years before and no doubt that was preceded by a period of reconnaissance. The MoveIT case will involve its own self-contained spectrum of seriousness and risk, due to the spectrum of organisations and data impacted, but the overall modus operandi of the threat actor is a critical variable that should not be overlooked. Therefore, I believe that the fear surrounding some aspects of the case will be misplaced, as it was in many of the cases in 2006-2009, but those subtleties will be lost in a Moral Panic.
