Power failures, unsafe living conditions, houses beyond repair and an overwhelming sense of hopelessness — Indigenous leaders say there's a long road ahead to achieving change in Mardiwah Loop community in the Kimberley.
Ethel Woodhouse is getting on, undergoing cancer treatment and has spent the past six months in a house with unreliable electricity.
The former cattle station worker and his family told the ABC they had become used to living in unhealthy conditions." lots of damage in the house," Mr Sampi said."The laundry sink is falling apart. The laundry … the hose ... that's leaking, very bad. The water piles into the toilet instead of going into the drain," he said."It's dangerous, water coming down where the power is. Sometimes the power is all of a sudden, cut off.
The community advocate said too often vulnerable people lost trust in systems meant to ensure healthy homes, causing their living standards to slip."Ethel has lost faith. I've lost faith too," she said."The needs to start working towards getting things back on track. The government needs to have talks with them. And they need to communicate with the people in the houses to gain the trust to move forward and start fixing houses.
"First thing is the record-keeping system, proper minutes, proper processes at meetings … so decisions are made in accordance with proper protocols," he said. Halls Creek Shire estimates more than 80 per cent of people in the town and its associated Indigenous communities live in overcrowded conditions., including in Halls Creek, examined how overcrowding in households could lay the groundwork for other social problems such as alcohol abuse and domestic violence.
"The majority of people who live out here are on Centrelink. They're always looking for food and they can't afford food," Ms Darby said.
