Police reports detail the frantic response of law enforcement as they raced towards the active shooter call. An officer who had just clocked out from the second shift recounted hearing the third shift officers rushing from roll call to their cruisers. He then listened as they arrived at the scene and heard another officer report multiple casualties with gunshot wounds and one possibly dead.Officers arrived within about four minutes, according to the city, and began clearing the building, which housed approximately 150 workers. One worker described seeing Foster, the accused shooter, come to work smelling strongly of marijuana and acting erratically. She reported to supervisors that Foster appeared intoxicated and was behaving strangely, stating that she had observed him walking around without a helmet in areas where one was required. Security video reviewed by police purportedly shows Foster entering the production area at 10:19 p.m., pulling out a handgun, and firing point blank into the head of a worker. Victim names were redacted from the report per Marsy's Law. The footage then shows Foster struggling with another person before appearing to fall and drop something. He then runs out of the camera's view.Another officer recounted details provided by a victim being treated at Grant Medical Center. The victim described Foster as moving in an awkward, robotic manner before opening fire. He recalled Foster shooting one worker in the head and then pointing the gun at another unnamed individual. The victim stated that he managed to grab the muzzle/slide of the pistol and pull it from Foster's hand while being punched. He then held onto the weapon and called for help, according to the report. Another unnamed person reportedly took the gun from the victim while he held Foster down and locked themselves and the weapon in a room. The victim stated that Foster remained silent throughout the ordeal and that his coworkers had never encountered any issues with him before the shooting. He expressed confusion over Foster's actions and said he believed Foster was going to shoot him next, leading him to attempt to disarm him. Another worker who shared a quality assurance department with Foster reported no prior disputes with him and confirmed that Foster had not uttered any words during the attack. He described the shooting as sudden and unexpected. This worker also mentioned a rumor that Foster was facing termination due to mental health concerns, but clarified that this was just hearsay and he lacked concrete knowledge. After a twelve-hour search, police located Foster in an apartment near the Ohio State University campus. Initially, only one worker was reported dead, but a second victim succumbed to their injuries on February 5th at 8:33 p.m. At his arraignment in Licking County, a judge set bond at $20 million. Previous police reports dating back to 2022 indicate that Foster's family members expressed concerns about his mental state, citing delusions and paranoia.
