Human rights lawyers around the world have increasingly pursued cases in national courts under what is called the principle of universal jurisdiction, saying the ICC often moves too slowly to have a real-time effect on current events. “The capacity of the ICC is limited as it can only handle a handful of cases,” said Chubin.
